Dear Dog Owners in the Village of Lebret:

The Village of Lebret is committed to ensuring pet owners, their pets, and neighbours coexist safely and in peace. Our bylaws promote the safety, health and welfare of people, animals and property and ensures the humane treatment of animals. The Village encourages all dog owners to be mindful of the community bylaws in an effort to reach our goal of a safe and peaceful community for all residents and their pets.

Pet Licenses

The first step towards reaching this goal is to have pets licensed. This license provides the Village with the information needed to reunite owners with their pet if it becomes lost. Licenses are renewed annually at a cost of $10 per pet. These license fees help pay for returning lost cats and dogs to their owners, and feeding and sheltering lost cats and dogs.

Licenses for the 2017 year can be obtained at the Village office. The following information should be provided:

• name, street address, and phone number of the pet owner

• a description of the dog including; breed, name, gender, distinguishing marks, and age

Dogs at Large

The second step to this goal is to ensure dogs are not running at large in the Village. Dogs should be tethered on the property or contained within the property with fences or shock collars. Dogs must be on a leash when they are in the community.

When a dog is found running at large, the animal may be seized and impounded. Animals will be kept in the pound for up to 72 hours. Impoundment and daily care fines will be imposed and must be paid before the dog will be released back to the owner. If the dog is not claimed within 72 hours, the dog will become the property of the Village.

Noise Disturbances

Owners need to ensure their dogs are not creating a disturbance to neighbours with excessive barking or howling. Residents should be mindful that, particularly at night, dogs should not be left unattended if they are making a commotion.

If a resident makes a written complaint about a dog causing a disturbance to the Village office, the Village will notify the owner of the complaint, requesting measures be put in place to stop the dog’s noise. If there is a second or subsequent complaint within 30 days of the initial notice being given to the owner, the Village may order the animal to be removed from the Village, or that the animal be turned over to the Village or be given to a new home or shelter, or be destroyed.

If a dog has troublesome excessive barking, a new retail product may be helpful to address the situation. An ultrasonic egg, such as the Sunbeam® Sonic Egg™, when placed in the direction that the dog barking originates, may help control unwanted barking. When a dog barks, the Sonic Egg emits an ultrasonic sound that only dogs can hear which deters the barking. The product is designed to work up to 50 feet away from the animal. These devises are available in most pet supply stores and through online stores.

The vast majority of dog owners are responsible and attentive owners. The Village looks forward to the cooperation of all community members to ensure our Village has only positive and enjoyable interactions with our furry residents.

If you have any questions or concerns about the Village bylaws concerning pets, please drop by the office or call us at 332-6545.

Sincerely
